James William Francis Hill was born in Lincoln, attended the Municipal Technical College (later the City School) and later went on to Trinity College, Cambridge. Although his studies were interrupted by the First World War, he graduated in Law to return to Lincoln and joined a firm of solicitors, now Andrew and Co.
He wrote articles for publication by several local societies including the Lincoln Record Society of which he was a founder member. Also Chancellor of Nottingham University from 1972, Treasurer of Lincoln Diocesan Record Office from 1935 and vice chair of the Lincolnshire Archives Committee. He served on Lincolnshire City Council as councillor, Alderman and Mayor. He was knighted in 1958 for his services to local government.
